Simão Gomes Viana 7c9273e434 Introduce the build glue repository The build glue used to live inside the product configuration repository, next to product definitions, assets and tools. Now it has a repository of its own under build/, so the pieces that exist only to drive the build (the Soong kernel build, the board-side kernel and Soong configuration, the Qualcomm path map) are separate from what defines a product. This change starts the repository with a README that states its role and its boundary. A repository that mixes build glue with product definitions makes every change touch both. The build glue used to live inside the product configuration repository,
next to product definitions, assets and tools.

Now it has a repository of its own under build/, so the pieces that

build/custom

Build-system glue for the product layer: the Soong kernel build (plugin and module types, header generator), the board-side kernel and Soong configuration included from the board entry point, and the Qualcomm path map. Nothing here defines a product; product configuration lives in product/custom.
