Simão Gomes Viana d5665957e3 Introduce the interfaces repository The framework compatibility matrices used to be listed and shipped from the product configuration repository. Now they have a repository under hardware/, where interface definitions and compatibility matrices belong, and the product layer only lists the resulting packages. This change starts the repository with a README that states its role. Placing the matrices under hardware/ keeps them next to the interfaces they describe and out of the product configuration index. The framework compatibility matrices used to be listed and shipped from
the product configuration repository.

Now they have a repository under hardware/, where interface definitions
and compatibility matrices belong, and the product layer only lists the
resulting packages.
