 common: Add LineageOS HAL compatibility matrix 
Fixes HAL compatibility errors for vendor.lineage.* HALs.

Test: evaluated config/base_product.mk with GNU make for eng, userdebug
      and user and printed the package lists
      (framework_compatibility_matrix.lineage.xml in all three)
