cm: build: kernel: Remove obsolete checks 

 * BOARD_USES_UBOOT is unused.
 * Same goes for BOARD_USES_UNCOMPRESSED_BOOT. Furthermore,
   it is superseded by TARGET_USES_UNCOMPRESSED_KERNEL.
